Can I do anything more to help my dog get on a schedule?

Just be consistent and pay attention to when she is drinking water and how long the interval is until she needs to go. Also, I wouldn't scatter the ground with treats in the place you want her to pee. Many dogs won't urinate or defecate in a place where they have found food. For our terriers, we would just wait until they drank a bunch of water, give them about half an hour, then take them out to the grass and just let them walk around until they were done. When they finally went, we would praise them massively, then go inside. I've never really tried to stick to a schedule too much, but I would give the dog at least two weeks. It takes time, but you'll be so glad you stuck with it.
