Why is my cat peeing on the carpet?

My friend had the same problem when her moms friend (whos a dude) moved in. Now since my brother moved back in with us he peed on the floor twice. Could it be because he's not used to having my brother around anymore. Because my friends cat starting doing it when that guy moved in and my cat has been doing it since my brother moved in
