How did Kellen Moore go undrafted?

He threw 99 touchdowns and 16 interceptions over three years. He beat many good teams, played flawlessly for the last two years and lost one game in three years. So he doesn't have the greatest arm, and doesn't have the fastest feet, but those aren't the only factors in a winner. Look at Jeff Garcia and Chad Pennington. Neither guy could throw 50 yards, (Which moore can) but both were .500 or better winning games. Why didn't the raiders, seahawks or bills at least take a chance. i think the league missed out on a great player. Also, what is next for Kellen Moore?
